EY Performance-Saudi Arabia

A combination of lower volumes of domestic burn of crude oil for power generation within the kingdom and sudden surges of increased demand in Asia resulted in Saudi Arabia exporting a record 7.84m barrels/day (b/d) in September. Analysis According to the Riyadh based Joint Organisations Data Initiative (JODI), Saudi Arabia’s oil exports in September were the highest since 2005, with the kingdom’s crude oil loadings averaging 7.7m b/d in the third quarter of 2013, compared with 7.2m b/d in the same period of last year. The uptick in exports in September was also helped by the fact that the Saudi Electricity Company used 722,000 b/d of heavy crude (diesel and gas oil) as feedstock for its power plants in the third quarter, some 36,000 b/d below the average of 758,000 b/d in the third quarter of 2012. This was the lowest third quarter average since 2009, JODI said. Recent increased demand for petrol and diesel from the domestic automobile sector and heavy crude for power generation has negatively affected the ability of Saudi Aramco, the national oil company, to export increased volumes of crude oil. However, the government has stepped up the development of its natural gas resources in order to provide an alternative feedstock (although this process has been hampered by difficulties in bringing online the large Wasit project, which is experiencing severe delays owing to problems with high sulphur content). In addition, work is under way to commission two new 400,000 b/d refineries in the kingdom – even after the recent start up of the Jubail facility in Eastern Province – to meet growing domestic demand and free up crude oil for exports. Saudi Aramco has also stepped up upstream development, with the aim of expanding capacity by another 1.75m b/d by 2017 (although this will largely replace declining output at older fields).
